This verse is better understood if we read the whole passage: Philippians 4:6 Do not be anxious about anything, but in everything by prayer and pleading with thanksgiving let your requests be made known to God. 7 And the peace of God, which surpasses all comprehension, will guard your hearts and minds in Christ Jesus.// It is the praying to God that brings about the incomprehensible peace of God that will guard our hearts and minds from anxiety and worries, being continually focused on Jesus. When a believer prays he prays believing that his prayers are already heard by God and He is taking care of the matter. That is what brings perfect peace. Glory to God! Perfect peace is just a prayer away. I better go bring all my cares to God in prayer now!
